Toy scenario

Build a small refuge halfway up a cliff.

Materials must reach the ledge; a base, walls and roof must come together; crews and lifting equipment cannot be in two places at once. Change the available resources or the order of work and different plans become possible. The refuge is a small proving case for reusable work packages across many projects.
