Rail staging simulator

The former simulator could accept packages that failed its own power and signalling requirements. Its useful lessons on resource trade-offs and governance assumptions are preserved in the programme studio.

This old address remains as a record of the change. Its previous calculation is no longer offered as a current result. The successor has its own model; old settings are not silently treated as equivalent inputs.
